DO WE KNOW HOW TO *MAKE* A SERVICE ENGAGING AND EFFECTIVE?

Focus is on the section of last week’s matrix cell release which moved on from *describing* effective treatment services to *generating* such services, along the way encountering an apparent bind: ideally organisations whose mission is to serve clients would willingly open themselves to improvement, but the ones most notably failing in that mission may be least likely to do so. Is there a way out or round?
