This position is located in the Regional Section for Latin America and the Caribbean (RSLAC), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. Within limits of assigned authority, the Programme Officer will be responsible for the following specific duties:
- Serve as focal point for designated countries/UNODC Field Offices in the LAC region.
- Provide policy advice and technical support and backstopping, including on office operations, management and administrative matters and Umoja-related issues, to Field Offices in the LAC region.
- Contribute to the preparation of the necessary office, programme or project documents and reports, such as progress reports, work plans, budget, programme and performance reports.
- Support and contribute to the development, implementation, monitoring and evaluation of programmes and projects in the LAC region, in line with the overall strategies and policies of UNODC and in full compliance with its technical and operational guidelines.
- Identify problems and issues related to implementation of projects/programmes, initiate corrective actions and ensure timely follow-up actions.
- Participate in needs assessment and other technical missions, where necessary, to evaluate and elaborate technical assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs).
- Contribute to fund-raising in relation to crime, drug and terrorism-related projects and programmes by preparing, in coordination with the relevant Filed Offices and thematic sections/units, the materials required and by participating in donor meetings; building support for cost-sharing contributions from the Governments, identifying other alternative funding sources for UNODC projects and activities, etc.; coordinate the reporting on project progress and financial situation, and liaise with UNODC fund-raisers, donors and potential partners regularly.
- Provide substantive support to consultative and other meetings, conferences, etc., including by proposing agenda topics, identifying participants and preparing documents and presentations.
- Undertake outreach activities; conduct capacity-building workshops and seminars, as required; make presentations on implementation and progress of the projects as well as other related topics/activities.
- Liaise on substantive and management issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on the UNODC decisions, issues and documentation with their officials.
- Liaise with Permanent Missions in Vienna on issues related to UNODC’s presence and action in Latin America and the Caribbean region.
- Coordinate the timely drafting and submission of briefing notes, background papers and analytical outputs requested by UNODC’s senior management and related to UNODC’s presence and role in the countries covered.
- Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Organizing, coordinating the preparation of and drafting/consolidating the reports to the Constituencies and other legislative and technical bodies as well as their subsidiary bodies (CND, CCPCJ, ECOSOC, GA).
- Brief external stakeholders, including government, civil society organizations, UN agencies, and the public in general, on UNODC's mandate, work, policies and strategies as well as carry out relevant advocacy efforts.
- Carry out the review, monitoring and analysis of social, economic and political developments and trends in the assigned drugs and /or crime-related areas at the national and /or regional level in the assigned geographical area.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work related duties as may be assigned.
