NDRC was established in 1991 in Peshawar, Pakistan, primarily serving Afghan refugees addicted to drugs. From 1994 to 1998, the organization extended its services to the Badakhshan province in Afghanistan, assisting opium addicts from Pakistan. Supported by donors such as the European Union (EU), Deutsch Orden’s Hospital-work International (DOH), Norwegian Church Aid (NCA), ORA International, and the United Nations Fund for Drug Control (UNDCP), NDRC successfully operated various rehabilitation programs. In March 2002, the organization relocated its operations to Kabul, Afghanistan.
