OBJECTIVES OF THE PROGRAMME
The Department's mission is to promote mental health, and human rights for all across the lifespan; to prevent harmful use of alcohol and other substances, to prevent mental, neurological and substance use (MNS) disorders; and to reduce the mortality, morbidity and disability for persons with MNS disorders and associated psychosocial, cognitive and intellectual disabilities.
Objectives a. To promote care, recovery and the human rights of people with mental, neurological and substance use (MNS) disorders and associated disabilities, b. To increase access to affordable, good quality services and supports for people with MNS disorders and associated disabilities, their families and communities within the context of UHC and across the life-course, c. To include care for people with MNS disorders and associated disabilities in emergency responses for immediate relief and to build back better, d. To prevent suicide, MNS disorders, harm due to alcohol and other substances, and addictive behaviours, across the life course
DESCRIPTION OF DUTIES
• Monitors and manages the WHO Special Initiative for Mental Health (2019-2023): Universal Health Coverage for Mental Health and between WHO's Headquarters' and Regional and Country Offices' activities with respect to Special Initiative implementation to make available universal health coverage for mental health conditions, including neurological and substance use disorders, across different levels of the health systems;
• Supports the Director on planning of the Special Initiative's workplan across the regions;
• Builds partnerships and participate in the mobilization of resources for the Special Initiative 's activities in countries;
• Monitors the budget and the financial resources of the Special Initiative in MSD;
• Ensures effective and efficient implementation of the Special Initiative's objectives;
• Provides technical input to the Director on the risks in relation to programme delivery and proposes adequate risk mitigation strategies;
• Provides technical guidance and, where relevant, supervision for Headquarters support of the Special Initiative work in countries;
• Develops innovative new technical guidelines and other material related to positioning Special Initiative;
• Conducts data gathering applied research for capacity building on mental health resources and systems and epidemiology of mental and neurological disorders within countries, as relevant to the implementation and monitoring of the Special Initiative;
• Conducts documentation, monitoring and evaluation of the activities and periodic reporting on Special Initiatives performance;
• Ensures communications on and donor reporting for the Special Initiative;
• Performs all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
An Advanced university degree in psychiatry, neurology, psychology or another relevant scientific discipline.
Desirable:
• PhD in psychiatry, neurology, psychology or another relevant scientific discipline
• Training in public health, research methodology and social science.
Experience
Essential:
• At least 7 years' experience in international work, including research and planning, developing and implementing policies and programmes in the area of public mental health.
• Experience in developing care for priority mental conditions.
• Considerable experience of working in or with low- and middle-income countries in relevant fields.
• Experience in managing and supervising programmes.
• Experience in interacting with government officials and non-state actors.
Desirable:
• Experience of working within large international organization involved on the development of mental health services.
• Experience of working in or with Ministry of Health and WHO.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5005 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
