Job overview

You will work within the Richmond Community Drug and Alcohol Service (R-CDAS) to case manage and key-work a defined caseload of clients presenting with any drug or alcohol problem within the Borough and be responsible for the assessment, planning, implementation and evaluation of clinical care through individual care-planning and in liaison with the multidisciplinary team.

This is a consortium partnership comprised of We Are With You, St Mungo's , CDARS and South London and Maudsley NHS Foundation Trust (SLaM) with SLaM being the lead agency in this model. This is a cross borough contract since 1st April 2020 with shared leadership and specialist roles as well as local core services.

We  provide an excellent and first class range of drug and alcohol treatment options to residents of Wandsworth and Richmond . Our services are busy and dynamic, with a strong recovery focus. We currently operate across several sites in the two boroughs  plus various satellites including in primary care.

The position we are recruiting for is currently situated within the Risks to Public Safety and Security unit, and the selected candidate will be reporting to the Head of the Risks to Public Safety and Security Unit. The job holder will be the senior technical expert in the competence centre established to support the network of forensic and toxicological laboratories active in investigations of drugs and drug-related harms. They will be responsible for leading the EMCDDA/EUDA actions that support and strengthen national and EU-level preparedness and responses to cross-border security and public health threats related to drugs, new psychoactive substances and precursors.
 

The successful applicant will be requested to perform the following main tasks and responsibilities:

• provide technical expertise related to the forensic analysis of drug-related samples, including bulk samples and body fluids;
• support data collection and information exchange with EUDA’s stakeholders, including EU institutions, Reitox national focal points and other relevant partners;
• manage the exchange of information and data on new developments and trends generated by the network, to advise and respond to queries and technical requests from a range of stakeholders, including from EU institutions, Reitox national focal points and other relevant partners;
• coordinate the EU network of forensic and toxicology laboratories established under the EUDA; • develop, in conjunction with the network, training to enhance the competence of forensic experts involved in the analysis of drug-related samples;
• promote the implementation of quality assurance schemes related to the analysis of drug-related samples and the further harmonisation of data collection and analytical methods at European level;
• support the further harmonisation of data collection and analytical methods;
• actively foster relations with existing forensic and toxicology expert groups and organisations active in the same areas as the network;
• organise meetings of the network;
• manage the preparation of rules and procedures for identifying and financing projects undertaken by the network and to oversee the development, updating, and revision of the EUDA’s guidance documents and operating procedures relevant to the post; • define and manage contracts of the network;
• provide technical expertise to EU institutions, Reitox national focal points and other relevant stakeholders;
• actively contribute to the evidence-based reports prepared by the EMCDDA/EUDA;
• represent the EMCDDA/EUDA in scientific and institutional meetings, training events, and any other events relevant to the work of the Agency.

• Serve as focal point for designated countries/UNODC Field Offices in the LAC region.

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1.  Oversee the smooth country implementation of WHO global and regional commitments on NCDs prevention and control, mental health and substance abuse according to WHO guidelines and tools.
2. Provide and mobilize technical advice to the government and national stakeholders for the design, implementation and evaluation of national health policies related to Noncommunicable Diseases (NCDs) prevention and control, mental health and substance abuse, guided by evidence-based policies and WHO guidelines and recommendations
3. Identify gaps and make recommendations for policy development, in particular those supporting the implementation of the provisions of the UN Political Declaration for NCDs, including mental health and the regional NCDs framework resolution.
4. Develop an aligned, service-delivery vision to strengthen public health and primary care services to better prevent and control noncommunicable diseases.
5. Identify needed external technical support and ensure proper and timely handling and monitoring of consultants’ briefings, agenda, and facilitation of the missions, evaluation and follow up on recommendations relevant to health system strengthening.
6. Participate and contribute to the implementation of a research agenda on NCDs and mental health.
7. Build capacities and coordinate workshops, seminars and meetings for all NCDs and mental health related programs at the national level and develop the required technical and training material on several topics.
8. Identify synergies and networking between the WHO country office, MoPH and other UN organizations, non-state actors, and international donors towards the implementation of NCD and MH transformation at the country-level.
9. Promote and establish new community outreach activities to facilitate the expansion of networks that advance and/or focus on prevention and control of NCD and MH programmatic work.
10. Proactively participate in resource mobilization activities by managing several grants and developing project proposals reflecting NCD and mental health priorities in the country, ensure the needed follow up in terms of fund raising, effort, timely implementation, monitoring, evaluation and donor reporting.
11. Improve and implement a monitoring and evaluation framework for NCD and MH, agreeable to all stakeholders, with standardized targets, linked to the Sustainable Development Goals (SDGs).
12. Support the establishment and improvement of surveillance systems and collection of data and evidence in the areas of NCD and mental health.
13. Prepare progress reports, briefings, proposals, communications and advocacy documents required for strategic decision-making. 
14. Prepare needed speeches, press releases, social media posts, donor visibility materials, and other documents for the several NCDs, nutrition, and mental health related events.
15. Represent WHO in designated forums and function as a technical focal point for NCD and MH programme areas.

OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and  Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional, and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centered, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights, and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary  health and community services that are effectively linked to hospitals, and mental health, public health, and social care services. To do so, CPS supports country efforts to facilitate access to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to  affordable medicines and technologies, and to promote the uptake and implementation of digital technology. 

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives  of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessing health trends. Within the context of the WHO Country Office, the incumbent will contribute to country programmes to scale up prevention and treatment of mental, neurological, substance use disorders and support the promotion of mental health with particular focus on affected population.

1. Contribute to the assessment of mental health and psychosocial support (MHPSS) needs, resources and capacities within the country and planning and implementing response to the needs identified.

The ARBI service has an exciting opportunity for a band 3 Clinical support worker to join a small team to help support people who have diagnosis of alcohol dependency who are at risk of developing alcohol related brain injury.  This service was developed in NHS FV, in partnership with the Integrated Joint Boards and the Alcohol and Drug Partnership. The post holder will support the development and implementation of this service, working closely with partners in acute services including rehabilitation services and independent sectors as well as families and carers.  This post is area wide throughout Forth Valley.

The successful candidate must possess good interpersonal and communication skills. Relevant experience in caring and managing people with substance use issues. OBJECTIVE OF THE OFFICE/DEPARTMENT

The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities directed at the prevention, control and surveillance of noncommunicable diseases and related risk factors, mental, neurological and substance abuse disorders, rehabilitation and disabilities, promotion of optimal nutrition, violence prevention and road safety, that are evidence-based and appropriate for the political and sociocultural context in which they are implemented. It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

DESCRIPTION OF DUTIES

Under the technical guidance of the Director, Noncommunicable Diseases and Mental Health (NMH) and the direct supervision of the PAHO/WHO Representative (PWR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1.    Provide leadership and serve as country focal point for matters related to noncommunicable diseases, including Nutrition and Food Safety; Tobacco and Reduction of Other Non-Communicable Disease Risk Factors; Violence, road safety or Injuries, Rehabilitation and Disabilities, and mental health and substance use, ensuring that the activities are carried out efficiently and effectively;

2.    Provide technical expertise to advise the government and national stakeholders on the development of national strategies and policies and the formulation, management, and implementation of the respective NMH work program(s);

3.    Coordinate the adaptation and implementation of evidence-based norms, standards, guidelines, and tools in the broad program areas related to noncommunicable diseases;

4.    Develop and monitor NMH work plans and budgets, and follow up on the implementation of planned activities, in consultation with national counterparts;

5.    Mobilize and optimize resources for the respective projects and programs including through partnerships with donors and development partners (United Nations, other multilateral and bilateral);

6.    Develop, coordinate and implement programs for capacity building in the respective NMH areas;

7.    Establish innovative action plans for the inclusion of noncommunicable disease prevention and control and mental health interventions across the life course and continuum of care;

8.    Advise on and ensure the adoption of norms, standards, guidelines and tools to support the implementation of NMH projects;

9.    Manage the operational aspects of related operational research, surveillance, epidemiology and health surveys for noncommunicable diseases;

10. Guide and facilitate the implementation of projects for the control of the respective diseases, including the procurement of safe, efficacious, and affordable medicines and technologies; guide the documenting and dissemination of best practices and partners' experiences;

11. Analyze and evaluate a diverse range of data and information related to noncommunicable diseases and mental health and the implementation of preventative and control measures;

12. Monitor the national burden of noncommunicable diseases, risk factors, and mental health especially through health information systems and health research activities.

13. Act as a technical advisor to the public concerning noncommunicable diseases in the country; and establish new community outreach activities concerning the prevention, control, diagnosis, and treatment of noncommunicable diseases and mental health;

14. Advocate, build and strengthen partnerships and networks to enhance multi-sectoral collaboration and mobilize resources to address integrated, noncommunicable disease prevention and control, including mental health;

15. Participate in the formulation and negotiation of, and consultation on, project proposals funded by external agencies; collaborate in the implementation, monitoring and reporting of those projects; contribute to the preparation of the Representation´s Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;

The position is located in the Regional Office for Southern Africa (ROSAF) of the United Nations Office on Drugs and Crime (UNODC) in Pretoria, South Africa. The incumbent will work under the overall supervision of the Representative, ROSAF and technical guidance of the Chief HIV/AIDS Section (HAS), Drugs Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA) of UNODC in Vienna.

The incumbent will assist in providing on-going technical guidance and policy advice to the Government and civil society organizations in the region; supporting and coordinating the development, implementation and evaluation of UNODC HIV/AIDS key policy programmatic areas, namely HIV/AIDS prevention and care related to (a) people who use drugs and (b) people living and working in prison settings. The incumbent will also take a leading role in the activities of the UN Joint Programme on HIV related to drug use and in prison settings, ensuring collaboration and cooperation with the UNAIDS secretariat office and Cosponsors. • Support the development of UNODC technical assistance activities to the national partners in (a) the assessment of the HIV and AIDS situation in the areas identified above (b) the development of effective prevention and care strategies and (c) reviewing and adapting national HIV/AIDS policy and implementation plans and linking them to relevant policies, strategies and plans;
• Act as a key resource person and, as such, contribute to the development of national capacity building strategies to enhance policy and programmatic development, coordination, sound monitoring and evaluation with regard to the HIV/AIDS prevention, treatment, care and support in the UNODC key areas; Support, organize and participate in advocacy meetings, round-tables, training workshops and other meetings related to specific HIV/AIDS issues;
• Facilitate the establishment of Technical Working Groups for HIV/AIDS prevention, treatment, care and support for people who use drugs, and people living and working in prisons, involving all relevant stakeholders at the country level;
• Support and participate in, when necessary, meetings and initiatives pertaining to technical working groups, inter-agency task forces, UN joint teams on AIDS, Common Country Analysis (CCA), United Nations Sustainable Development Cooperation Framework (UNSDCF), Global Fund Country Coordinating Mechanism (CCM) and other relevant fora;
• Review, analyze and evaluate technical reports and other relevant materials on the state of prevention and care of HIV and AIDS in the key areas and facilitate dissemination of good practices;
• Review and participate in the drafting of regional and country programmes, project documents and grant proposals, including for the Global Fund and the World Bank, and contribute to the determination of their feasibility in the context of HIV/AIDS among people who use drugs, particularly people wo inject drugs and in prison settings;
• Review, research and compile material for the preparation of technical reports and other documents, such as reports to Headquarters, legislative bodies, National Government and donors;
• Manage UNODC HIV programme, coordinating activities related to budget and funding including programme/project preparation and submissions, progress reports, and preparation of related documents/reports;
• Assist with the recruitment and guidance of national staff members, consultants and interns;
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

The Research Fellow (IMPACT Facilitator) will support the delivery of a number of change projects delivered across the UK known as ‘Facilitator’ projects. They will be part of the UK Centre for implementing evidence in adult social care - Improving Adult Social Care Together (IMPACT) working closely with Professor Karen Watchman and Dr Kathryn Mackay, co-leads (job share) of the Facilitator delivery model. UK Facilitator projects take a ‘bottom-up’ approach to supporting the implementation of knowledge of social care. This new Research Fellow (IMPACT Facilitator) role will work alongside Delivery Leads to provide remote support to local projects. They will regularly liaise with IMPACT staff responsible for gathering local evidence and evaluation, embedding of project outcomes and with the central IMPACT team located at the University of Birmingham.

IMPACT has been funded by the ESRC and the Health Foundation to improve social care outcomes by implementing evidence-based practice in the sector across all four UK nations. You will be joining IMPACT during its implementation phase and will join a diverse and creative staff group within Scotland and across the UK. IMPACT draws on knowledge gained from different types of research, the lived experience of people using services and their carers, and the practice knowledge of social care staff. Its aims are to enable practical improvements on the ground, and make a crucial contribution to longer-term cultural change, by:

• Supporting more widespread use of evidence in adult social care, leading to better care practices, systems and outcomes for people who use services, their families and communities
• Building capacity and skills in the adult social care workforce to work with evidence of different kinds to innovate, improve care and deliver better outcomes
• Facilitating sustainable and productive relationships between the full range of adult social care stakeholders to co-create positive change/innovations and improve outcomes for people using adult social care and their families
• Improving understanding of the factors which help and hinder the implementation of evidence in practice, and using this to overcome longstanding barriers to positive change

We would like to appoint a Research Assistant to help us in the final stages of three separate qualitative studies focusing on treatment for substance use disorder. The person appointed with be based in the Addictions Department at King’s College London (KCL) and will report to Jo Neale (Professor of Addictions Qualitative Research).

The role will involve close working with other team members, including quantitative researchers, people with living and lived experience of opioid use disorder, and clinicians. Data collection for all three studies is now complete and analyses and write up are underway with some journal articles already published. We would like to increase the volume and speed of our writing over the next 12 months, so are looking to appoint someone to assist with literature reviewing, coding of qualitative data, qualitative data analyses, and dissemination. This will include helping with the preparation of manuscripts for publication and writing plain language summaries as well as other research-related administrative tasks. In addition, the person appointed will assist with grant writing for future qualitative studies.

The Addictions Department at King’s College is a leading European research centre for addiction research and represents a network of clinicians, researchers and clinical teachers who have a shared commitment to excellence in prevention and treatment work, and to supporting and strengthening national and international endeavours in this field. Over the last 30 years, the Department has developed a body of research evidence that has informed the development of new treatment services for alcohol, smoking, and drug problems in the UK.

1. Analyze the epidemiological aspects of alcohol use in SEAR Member States preparation of report that include age and sex disaggregated data on prevalence of use and trends, per-capital consumption and alcohol related harm.
2. Support preparing alcohol country context reports for 11 Member States.
3. Support to collecting data on alcohol taxation in Member States.
4.  Support data collection for updating the SEAR publication “Alcohol Policy in the WHO South-East Asia Region: A Report”, in 2018.
5. Document successful community level alcohol control interventions in countries of the Region.
6. Support implementation of SAFER project in Nepal.
7. Any other technical work on mental health and substance abuse required by the MHS Unit.
